HARBOUR INCREASE OF CHARGES.

The Wicklow Harbour (Temporary Increase of Charges) Order, 1928, dated 19th April, 1928, made by the Minister for Industry and Commerce under the Harbours, Docks and Piers (Temporary Increase of Charges) Act, 1920 (10 & 11 Geo. 5, c. 21).

WHEREAS it appears to the Minister for Industry and Commerce (hereinafter called the "Minister") to be expedient having regard to the cost of labour and materials and other circumstances that an Order should be made with regard to the Harbour Undertaking of the Wicklow Harbour Commissioners (hereinafter called "the Commissioners") modifying the statutory provisions regulating the charges to be made in respect of such undertaking and any statutory provisions consequential on or supplemental to any such provisions:

AND WHEREAS the Minister has referred the matter to the Rates Advisory Committee constituted under Section 21 of the Ministry of Transport Act, 1919, and the Rates Advisory Committee Order, 1925; and the Rates Advisory Committee has reported thereon:

NOW, THEREFORE, in exercise of the powers conferred upon him by the Harbours, Docks and Piers (Temporary Increase of Charges) Act, 1920, the Minister hereby orders as follows:—

1. The statutory provisions of any Act or Order regulating the charges to be made in respect of the said undertaking and any statutory provisions consequential on or supplemental to any such provisions are hereby modified so that, subject to the conditions hereinafter appearing, the Commissioners may charge as and from the 9th day of October, 1920, to and including the 30th day of April, 1928, not exceeding the rates, dues and charges authorised under the statutory provisions hereby modified with such additions thereto as have in fact been made in respect of the rate for manure by the Commissioners during that period, and as and from the 1st day of May, 1928, not exceeding the rates, dues and charges authorised under the statutory provisions hereby modified save that as regards the items enumerated in the schedule hereto annexed the maximum rates shall be those specified in the said schedule.

2. The conditions aforesaid are:—

(i) That the Commissioners shall keep such accounts and shall make such returns of their receipts and expenditure and of their traffic as the Minister may from time to time direct.

(ii) That the Commissioners shall make reasonable provisions for the proper repair, maintenance and renewal of the undertaking and shall keep such accounts of their expenditure upon such repairs, maintenance and renewals and shall furnish such returns of the provisions made by them and of their estimated future liability in respect thereof as the Minister may from time to time direct.

3. This Order shall have effect, during the continuance of the Harbours, Docks and Piers (Temporary Increase of Charges) Act, 1920, until revocation thereof or further Order by the Minister and may be cited as the Wicklow Harbour (Temporary Increase of Charges) Order, 1928.

I.—TONNAGE DUES.

Every vessel coming in loaded, discharging and going out loaded, and not coming or going coastways, to pay for every registered ton a sum not exceeding ... ... ... ...
