FOOT AND MOUTH DISEASE (RESTRICTION ON THE MOVEMENT OF PERSONS) ORDER, 1967. |
||
I, Neil T. Blaney, Minister for Agriculture and Fisheries, in exercise of the powers conferred on me by section 3 of the Diseases of Animals Act, 1966 (No. 6 of 1966), hereby, for the prevention of the spreading of foot and mouth disease, order as follows:-- |
||
1. This Order may be cited as the Foot and Mouth Disease (Restriction on the Movement of Persons) Order, 1967. |
||
2. In this Order "animals" includes-- |
||
(a) cattle, goats, sheep and all other ruminating animals, |
||
(b) horses and all other equine animals, and |
||
(c) swine. |
||
3. This Order applies to every person who arrives in the State (whether before or after the making of this Order) and who has been in Great Britain at any time during the twenty-one days immediately preceding such arrival and this Order shall continue to apply to such person for the period of twenty-one days commencing on the day after such arrival. |
||
4. A person to whom this Order for the time being applies shall not enter any of the following places or any of the following premises (including any other land which is used in relation to the premises): |
||
(a) any place in which animals are exhibited for show or sale; |
||
(b) any abattoir, slaughter-house or other premises used for the slaughter of animals; |
||
(c) any bacon factory, premises registered under the Agricultural Produce (Fresh Meat) Acts, 1930 to 1938, or other premises in which meat or meat products are subjected to any process; |
||
(d) any artificial insemination station; |
||
(e) any creamery or other premises in which milk or milk products are subjected to any process or are handled; |
||
(f) any cold store; |
||
(g) any flour or grain mill; |
||
(h) any premises in which feed for animals or poultry is compounded; |
||
(i) any fertiliser factory or any premises in which artificial fertilisers are compounded. |
||
5. The owner of, or any person holding a position of responsibility in or in relation to, any place, premises, or land mentioned in Article 4, shall not permit any person to whom this Order for the time being applies to enter the place, premises or land. |

EXPLANATORY NOTE. |
||
This Order |
||
(1) prohibits the entry by persons who have been in Britain within the previous three weeks to any of the following premises or places within twenty-one days after their arrival in this country:-- any mart, fair or market or sale or exhibition of livestock, artificial insemination station, creamery or premises at which milk or milk products are handled or processed, slaughterhouse or abattoir, meat export premises, meat cannery, bacon factory or any other premises at which meat or meat products are processed, cold store, flour mill, feed compounding premises, fertiliser factory or fertiliser compounding premises and |

(2) requires the owner of or any person holding a position of responsibility in any of the premises or places mentioned to deny entry thereto to persons to whom the restrictions set out in the Order apply. |
