MEAT (REGULATION OF IMPORT) ORDER, 1969.

MEAT (REGULATION OF IMPORT) ORDER, 1969.

I, Neil T. Blaney, Minister for Agriculture and Fisheries, in exercise of the powers conferred on me by section 2 of the Agricultural Products (Regulation of Import) Act, 1938 (No. 14 of 1938), as adapted by the Agriculture (Alteration of Name of Department and Title of Minister) Order, 1965 ( S.I. No. 146 of 1965 ), hereby, after consultation with the Minister for Finance and the Minister for Industry and Commerce, order as follows :--

1. (1) This Order may be cited as the Meat (Regulation of Import) Order, 1969.

(2) This Order shall come into operation on the 7th day of July, 1969.

2. In this Order--

" meat " means the carcase or any part (including offals) of the carcase of any bovine animal, sheep, goat or other ruminating animal, horse or swine, being a part which is capable of being used as a food for human consumption and includes any meat product or manufactured food containing meat, whether or not the carcase, part, product or food is chilled, frozen, cooked, salted, pickled or otherwise processed or cured or whether or not it is packed (in airtight containers or otherwise) but does not include bacon;

" bacon " means the carcase or any part (including ham and gammons) other than the head, foot, rind or offals of the carcase of any swine which has been salted, pickled, or otherwise cured, whether or not it is packed (in airtight containers or otherwise);

" the Minister " means the Minister for Agriculture and Fisheries;

" the United Kingdom " means Great Britain, Northern Ireland, the Isle of Man and the Channel Islands.

3. (1) The import of meat is hereby prohibited unless it--

(a) was produced in and is consigned from the United Kingdom, or

(b) is imported under and in accordance with a licence granted by the Minister under this Order and such licence is at the time of importation delivered to the proper officer of Customs and Excise.

(2) The import of bacon is hereby prohibited unless it is imported under and in accordance with a licence granted by the Minister under this Order and such licence is at the time of importation delivered to the proper officer of Customs and Excise.

4. (1) The Minister may, whenever and as often as he thinks fit, grant a licence to import a specified quantity of meat or bacon.

(2) Whenever the Minister grants a licence under this Order, he may attach to such licence any one or more of the following conditions, that is to say :

(a) a condition that the meat or bacon to which such licence relates shall be of a specified description,

(b) a condition that such meat or bacon shall be imported within a specified time or during a specified period,

(c) a condition that such meat or bacon shall be imported from a specified country,

(d) a condition that such meat or bacon shall have been produced in a specified country,

(e) a condition that such meat or bacon shall be imported at a specified port or place or by a specified route,

(f) a condition that such meat or bacon shall not be imported in more than a specified number of consignments,

(g) a condition that such meat or bacon shall be imported by or on behalf of a specified person, and

(h) such other conditions, being ancillary or incidental to the foregoing conditions, as he thinks fit.

(3) The Minister may at any time revoke any licence granted under this Order.

5. Any person who imports any meat or bacon in contravention of this Order shall be guilty of an offence and shall be liable on summary conviction thereof to a fine not exceeding one hundred pounds.

6. The Bacon (Regulation of Import) Order, 1938 ( S. R. & O. No. 135 of 1938 ), the Meat (Regulation of Import) Order, 1938 ( S. R. & O. No. 336 of 1938 ), and the Meat (Regulation of Import) (Amendment) Order, 1966 ( S.I. No. 146 of 1966 ), are hereby revoked.

EXPLANATORY NOTE.

This Order which is operative from 7th July, 1969 prohibits, except under licence, the import of--

(a) bacon and

(b) meat or any meat product or manufactured food containing meat, other than bacon, from countries other than the United Kingdom.

The Order revokes the Bacon (Regulation of Import) Order, 1938 (S.R. and O., No. 135 of 1938), the Meat (Regulation of Import) Order, 1938 (S.R. and O., No. 336 of 1938), and the Meat (Regulation of Import) (Amendment) Order, 1966 ( S.I. No. 146 of 1966 ).
