S.I. No. 153/1969:

INLAND POST AMENDMENT (No. 15) WARRANT, 1969.

INLAND POST AMENDMENT (No. 15) WARRANT, 1969.

I, PATRICK JOSEPH LALOR, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by sections 2 , 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and as respects Regulation 4 of this Warrant, with the consent of the Minister for Finance, hereby order as follows :

1. (1) This Warrant may be cited as the Inland Post Amendment (No. 15) Warrant, 1969.

(2) This Warrant shall come into operation on the 1st day of August, 1969.

2. In this Warrant " the Principal Warrant " means the Inland Post Warrant, 1939 (S. R. & O., No. 202 of 1939).

3. The Principal Warrant shall be amended by :

(a) the substitution in paragraph (1) of Regulation 5 of " Subject to paragraph (4) of this Regulation, there " for " There ";

(b) the insertion of the following new paragraph after paragraph (3) of Regulation 5 :

" (4) Literature and Articles for the Blind shall be transmitted by post without charge.";

(c) the substitution in Regulation 61 of " any postal packets other than letters, those packets " and " any despatch or delivery " for " printed packets, sample packets, or postcards, such printed packets, sample packets or postcards or any of them " and " the despatch or delivery next ", respectively, and

(d) the substitution for the entry numbered 6 in the First Schedule (inserted therein by Regulation 5 of the Inland Post Amendment (No. 7) Warrant, 1954 ( S.I. No. 65 of 1954 )) of the entry in the Schedule to this Warrant.

4. Regulation 5 of the Inland Post Amendment (No. 5) Warrant, 1953 ( S.I. No. 248 of 1953 ) is hereby amended by the substitution of " business reply packets " and " one penny for every two business reply packets shall also be charged; provided that in the case of one business reply packet the additional fee shall be one penny and in calculating the additional fee to be charged as respects any other odd number of business reply packets a fraction of a penny shall be reckoned as one penny " for " a business reply packet " and " one halfpenny shall also be charged " respectively.

EXPLANATORY NOTE.

This Warrant applies to the Inland Post service and comes into operation on the 1st August, 1969.

It provides for :

(a) the transmission by post without charge of literature and articles specially adapted for the use of the Blind,

(b) the alteration of the fee of one halfpenny, charged in addition to postage, in respect of a business reply packet to one penny for every two such packets, provided that in the case of one business reply packet the fee shall be one penny,

(c) the removal of the restriction on the power to defer postal packets, other than letters, only until the next despatch or delivery following that by which they would ordinarily be sent, where the despatch or delivery of letters might otherwise be delayed.
