INDUSTRIAL RESEARCH AND STANDARDS (SECTION 44) (ELECTRICAL APPLIANCES) ORDER, 1969.

INDUSTRIAL RESEARCH AND STANDARDS (SECTION 44) (ELECTRICAL APPLIANCES) ORDER, 1969.

I, SEOIRSE Ó COLLA, Minister for Industry and Commerce, in exercise of the powers conferred on me by section 44 of the Industrial Research and Standards Act, 1961 (No. 20 of 1961), hereby order as follows :

1. This Order may be cited as the Industrial Research and Standards (Section 44) (Electrical Appliances) Order, 1969.

2. In this Order--

" core " has the meaning assigned to it by paragraph 4 of this Order;

" earth continuity conductor " has the meaning assigned to it by paragraph 5 of this Order;

" mains lead " has the meaning assigned to it by paragraph 4 of this Order;

" working conductors " has the meaning assigned to it by paragraph 5 of this Order.

3. (1) Paragraph 5 of this Order shall come into operation on the 1st day of December, 1969, and shall cease to have effect on the 1st day of July, 1970.

(2) Paragraph 6 of this Order shall come into operation on the 1st day of July, 1970.

4. This Order applies to any electrical appliance (including any electrical apparatus or device) which--

(a) is designed or is suitable for domestic use, whether indoors or out-of-doors,

(b) requires for its operation a supply, from an external source, of electricity at a voltage of 100 or more volts,

(c) has a flexible cord or cable (in this Order referred to as a mains lead), which contains three insulated electricity conductors (each of which is in this Order referred to as a core) of which two are for connecting the appliance to a supply of electricity and the remaining conductor is for connecting the appliance to earth, and

(d) is intended for sale to the public in the State.

5. It shall be unlawful to manufacture, assemble or sell any electrical appliance to which this Order applies unless--

(a) the conductors in the mains lead of the appliance are connected (or adapted for connection) to the appliance in such a way that only one of those conductors (which shall be known as the earth continuity conductor) is connected (or adapted for connection) to a part of the appliance not intended to be electrified while the appliance is working properly,

(b) the conductors (which shall be known as the working conductors) in the mains lead of the appliance other than the earth continuity conductor thereof are connected (or adapted for connection) to parts of the appliance intended to conduct electricity,

(c) each of the cores in the mains lead of the appliance has its outer covering (not common to that and any other core) coloured on all its surface in a distinctive manner and in a colour different from that of the outer coverings of the other two cores, and

(d) the mains lead of the appliance has attached to it a label indicating which of the cores is the earth core, which is the neutral core and which is the live core.

6. It shall be unlawful to manufacture, assemble or sell any electrical appliance to which this Order applies unless it complies with Irish Standard 167 : 1969, being the standard specification declared by the Institute for Industrial Research and Standards for such a commodity.

EXPLANATORY NOTE.

The purpose of this Order is to prohibit the manufacture, assembly, or sale of any domestic electrical appliance which has a mains lead with three electricity conductors unless it compiles with the prescribed requirements regarding the connecting, labelling, and colouring of the outer covering, of these conductors.
