FOREIGN POST AMENDMENT (NO. 23) WARRANT, 1981.

I, PATRICK COONEY, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by sections 2, 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969) , and with the consent of the Minister for Finance, hereby order as follows:

1. (1) This Warrant may be cited as the Foreign Post Amendment (No. 23) Warrant, 1981.

(2) This Warrant shall come into operation on the 1st day of September, 1981.

2. In this Warrant--

“the Principal Warrant” means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 )

3. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 3 of the Foreign Post Amendment No. 22 Warrant ( S.I. No. 117 of 1981 )) of the entries in the First Schedule to this Warrant.

4. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of the Foreign Post Amendment No. 22 Warrant ( S.I. No. 117 of 1981 )) of the entries in the Second Schedule to this Warrant.

5. The Third Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 5 of the Foreign Post Amendment (No. 20) Warrant 1979) of the entries in the Third Schedule to this Warrant.

6. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 5 of the Foreign Post Amendment No. 22 Warrant ( S.I. No. 117 of 1981 )) of the entries in the Fourth Schedule to this Warrant.

7. Regulation 5(1) of the Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ) (inserted by Regulation 6 of the Foreign Post Amendment (No. 15) Warrant, 1974 ( S.I. No. 281 of 1974 )), as amended by Regulation 6 of the Foreign Post Amendment (No. 21) Warrant, 1980 ( S.I. No. 202 of 1980 ), is hereby amended by the substitution for “95p” of “127p”.

8. The Foreign Post Amendment (No. 5) Warrant, 1957 ( S.I. No. 58 of 1957 ), is hereby amended by the substitution of the following paragraphs for paragraphs (1) and (2) of Regulation 5, inserted respectively by Regulation 6 of the Foreign Post Amendment (No. 22) Warrant, 1981 ( S.I. No. 117 of 1981 ) and Regulation 7 of the Foreign Post Amendment (No. 21) Warrant, 1980 ( S.I. No. 202 of 1980 ).

“(1) Subject to the following paragraphs of this Regulation there shall be charged and paid on outgoing packets to which this Warrant applies the following rates of postage.

(2) Where the Minister has made arrangements with the senders for the transmission of outgoing packets to which this Warrant applies in mail bags provided by the Minister, there shall be charged and paid on every mail bag containing such packets the following rates of postage:

(a) For every Kg weight of the mail bag and its contents conveyed by surface means, 88p

(b) For every Kg weight of the mail bag and its contents conveyed by air over all or part of the route, a rate not exceeding 500p.”

6. Air Letter and Air Mail Packet

Such rate as may be fixed by the Minister from time to time, provided that the maximum rate for an air mail packet does not exceed thirty seven pence for each 20g or part of 20g in weight and for an air letter twenty-five pence.

SECOND SCHEDULE

A fee of 58p per packet.

3.   Express postal packet-outgoing

A fee not exceeding 23p as may be prescribed.

Express postal packet-incoming

At the scale of fees in force for express delivery of Inland postal packets.

4.   Ordinary registration

A fee of 58p per packet.

Late-fee registration

A fee (in addition to the ordinary registration fee) not exceeding 8p as may be prescribed.

5.   Advice of delivery

A fee of 22p per registered postal packet.

EXPLANATORY NOTE.

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

This Warrant applies to the Foreign Post service and comes into operation on 1st September, 1981. It authorises increases in the postage rates for letters, postcards, printed packets (ordinary rate, reduced rate, bulk post rates and accelerated surface bulk rates) and small packets as well as in the fees for the express delivery, registration, insurance, customs clearance and other miscellaneous services. It also authorises an increase in the maximum compensation for registered letter packets.
