The Minister for Social Welfare, in exercise of the powers conferred on him by section 304 (1) of the Social Welfare (Consolidation) Act, 1993 (No. 27 of 1993), hereby orders as follows: |
||
1. This order may be cited as the Social Welfare (Consolidation) Act, 1993 (Commencement) Order, 1993. |
||
2. The 16th day of November, 1993, is hereby appointed as the day on which the Social Welfare (Consolidation) Act, 1933 (No. 27 of 1993), shall come into operation. |

EXPLANATORY NOTE. |
||
This Order brings the Social Welfare (Consolidation) Act, 1993 into effect from 16 November, 1993. |
||
The Act is made up of 10 separate Parts (consisting of 303 sections) and 6 Schedules. Each Part is subdivided into Chapters covering specific aspects of the Code. |
||
Part I deals with definitions and interpretation and general provisions relating to regulations. |
||
Part II deals with social insurance matters including the provisions relating to the various social insurance schemes, the Social Insurance Fund and the insurability of employees, the self-employed and voluntary contributors. |
||
Part III contains the provisions relating to social assistance schemes. |
||
Parts IV and V relate to Child Benefit and Family Income Supplement respectively. |
||
Part VI covers provisions common to both social insurance and social assistance payments such as those governing claims and payments, social welfare inspectors and offences and proceedings under the Code. |
||
Part VII deals with decisions of deciding officers, appeals officers and equivalent provisions relating to decisions and appeals by health boards in the case of the Supplementary Welfare Allowance scheme. This Part also contains the provisions relating to the Social Welfare Tribunal. |
||
Part VIII deals with overpayments and repayments and Part IX sets out the provisions relating to liable relatives. |
||
Part X contains the continuity provisions arising from the consolidation of the legislation and it also provides for the repeal of enactments which are reproduced in the Act. |
