OIREACHTAS (ALLOWANCES TO MEMBERS) (TELEPHONE AND POSTAL FACILITIES) (AMENDMENT) REGULATIONS, 1995.

OIREACHTAS (ALLOWANCES TO MEMBERS) (TELEPHONE AND POSTAL FACILITIES) (AMENDMENT) REGULATIONS, 1995.

I, RUAIRÍ QUINN, Minister for Finance, in exercise of the powers conferred on me by section 3 of the Oireachtas (Allowances to Members) Act, 1962 (No. 32 of 1962), hereby make the following Regulations:

1. (1) These Regulations may be cited as the Oireachtas (Allowances to Members) (Telephone and Postal Facilities) (Amendment) Regulations, 1995.

(2) These Regulations shall be deemed to have come into operation on the 1st day of January, 1995.

2. The Oireachtas (Allowances to Members) (Telephone and Postal Facilities) Regulations, 1995 ( S.I. No. 32 of 1995 ), are hereby amended--

( a ) by the insertion in Regulation 4 (b) and (d) after "scheduled position" of "or a party whip in Dáil Éireann",

( b ) by the substitution in Regulation 4 (e) (ii) for clause (D) of the following clauses:

"(D) ceases to be the holder of a scheduled position, or

(E) becomes a party whip in Dáil Éireann, or

(F) ceases to be a party whip in Dáil Éireann.", and

( c ) by the insertion in the Schedule after "The Select Committee on Social Affairs" of the following--

"The Joint Committee on European Affairs.

The Joint Committee on Small Business and Services.

The Joint Committee on Sustainable Development.

The Joint Committee on the Family".

EXPLANATORY NOTE.

Under arrangements introduced in 1992 (S.I. 142 of 1992) members of the Oireachtas may, subject to certain conditions and limitations, be paid a contribution towards the cost of telephone calls made otherwise than from Leinster House. Regulations introduced in 1995 (S.I. 35 of 1995) allowed members who chaired one of the Oireachtas Committees specified in the Schedule to be paid a contribution towards the cost of telephone calls made from up to two additional telephones subject to an annual limit of £1,000. These Regulations extend that additional telephone allowance to members who are Party Whips in Dáil Éireann. They also amend the Schedule to allow for the payment of the additional allowance to the chairpersons of four new Oireachtas Committees.
