Road Traffic-insurance-"safe and efficient condition" of vehicle-personal obligation on owner of private car to ensure maintenance-to take steps reasonable and conscientious insured would take to remedy defects ought to be aware of-mere regular servicing not in itself sufficient if aware of defect and fails to correct it-breach of policy requiring maintenance in safe and efficient condition entitles insurer to repudiate
