Family Law-children-registration of births-Superintendent Registrar has no power to register birth personally except, under Loi (1842) sur l'Etat Civil, art. 12, if Registrar fails to register within 21 days, or in case of re-registration-precluded from exercising power under art. 12 if notice of legal proceedings regarding non-registration received before power arises
