29.(1) No body of persons, other than [the Ministry of Home Affairs], shall make any arrangements for the adoption of an infant unless that body is a registered adoption society. (2) If any person takes any part in the management or control of a body of persons which exists wholly or in part for the purpose of making arrangements for the adoption of infants, and which is not a registered adoption society or [the Ministry of Home Affairs], he shall, on summary conviction, be liable to imprisonment for a term not exceeding six months or to a fine not exceeding two hundred pounds, or to both. (3) In any proceedings under this section, proof of things done or of words written, spoken, or published (whether or not in the presence of any party to the proceedings) by any person taking part in the management or control of the body of persons, or in making arrangements for the adoption of infants on behalf of the body, shall be admissible as evidence of the purpose for which that body exists.
