24.(1) Any power conferred by this Order to make regulations shall be exercisable (a)in the case of regulations made under Article 7, by the Department in conjunction with the Department of Finance; and (b)in any other case, by the Department. (2) Regulations under Article 7 or 19(1) shall be laid before the Assembly after being made and shall take effect on such date as may be specified in the regulations, but shall (without prejudice to the validity of anything done thereunder or to the making of new regulations) cease to have effect upon the expiration of a period of six months from that date unless at some time before the expiration of that period they have been approved by a resolution of the Assembly. (3) Paragraph (2) shall not apply to regulations to be made for the purpose only of consolidating regulations thereby revoked. (4) Regulations to which paragraph (2) does not apply shall be subject to negative resolution. (5) Any power conferred by this Order to make an order or regulations includes power to make thereby such incidental or supplementary provision as appears to the authority making the order or regulations to be expedient for the purposes of the order or regulations.
