Account books to be open to the inspection of mortgagees. 88. The books of account of the commissioners shall be open at all seasonable times to the inspection of the respective mortgagees or assignees in security of the commissioners, with liberty to take extracts therefrom without fee or reward. And with respect to the accounts to be kept by the commissioners:
