105.(1) The Ministry may, in accordance with regulations made by it with the approval of the Ministry of Finance, pay grants to persons other than boards in respect of expenditure incurred or to be incurred for the purposes of educational or library services or recreational, social, cultural, physical or youth service activities or services ancilliary to education provided by them or on their behalf or under their management or for the purpose of research relevant to the functions of the Ministry or of boards under this Order. (2) Regulations under paragraph (1) may prescribe the rates of grants which may be paid under that paragraph. (3) Without prejudice to the generality of paragraph (1), regulations made under that paragraph may make provision for the payment by the Ministry in accordance with those regulations (b)to the managers of maintained schools grants equal to, and to the managers of voluntary schools which are not maintained schools grants equal to sixty-five per cent. of, the amount of the expenditure incurred or to be incurred by them in the payment of secondary Class 1 contributions under the Social Security (Northern Ireland) Act 1975 in respect of such teachers employed by them as may be specified in the regulations.]
