EDUCATION AND LIBRARIES (NORTHERN IRELAND) ORDER 1972 - SECT 88

88. Any dispute arising between boards as to their respective functions under
this Order shall be referred to the Ministry and any such dispute so referred
shall be determined by the Ministry whose determination shall be final.
