1.(1) Where the Ministry of Commerce (in this Act referred to as "the Ministry") is satisfied that a person can properly be treated for the purposes of the Moneylenders Acts (Northern Ireland) 1900 and 1933 as being a person bona fide carrying on the business of banking, it may issue a certificate that it is so satisfied, and that certificate shall, for those purposes only, be conclusive evidence that that person is so carrying on that business. Subs.(2) spent (3) A certificate issued under subsection (1) with respect to a person may be revoked by the Ministry if it ceases to be satisfied that he can properly be treated for the purposes mentioned in that subsection as being a person bona fide carrying on the business of banking, but the revocation shall be without prejudice to the effect of the certificate as respects any period before the revocation.
