WATER AND SEWERAGE SERVICES (NORTHERN IRELAND) ORDER 1973 - SECT 16 



16. If on a complaint by the owner of any premises it appears to the county
court that the occupier of those premises is preventing the owner from
executing any work which he is required or authorised to execute under this
Order, the court may authorise the owner to enter the premises and execute the
work
