The Appropriation (Northern Ireland) Order 1999

Whereas a draft of this Order has been approved by a resolution of each House of Parliament:

     Now, therefore, Her Majesty, in exercise of the powers conferred by paragraph 1 of Schedule 1 to the Northern Ireland Act 1974 and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows: - 

Title and commencement
     1. This Order may be cited as the Appropriation (Northern Ireland) Order 1999 and shall come into operation forthwith.

Interpretation
    
2. The Interpretation Act (Northern Ireland) 1954 shall apply to Article 1 and the following provisions of this Order as it applies to a Measure of the Northern Ireland Assembly.

Issue of sums out of the Consolidated Fund for years ending 31st March 1999 and 2000
    
3.  - (1) The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ending on 31st March 1999 the sum of one hundred and forty-six million, two hundred and sixty thousand pounds.

    (2) The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ending on 31st March 2000 the sum of three thousand one hundred and nineteen million, five hundred and fifty-eight thousand pounds.

Power for Department of Finance and Personnel to borrow
    
4.  - (1) Subject to paragraph (2), the Department of Finance and Personnel may borrow on the credit of the aforesaid sums, any sum or sums not exceeding in the whole one thousand six hundred and thirty-three million pounds.

    (2) Any money so borrowed shall be repaid, with any interest due thereon, out of the Consolidated Fund at any date not later than 31st March 2000.

Appropriation of grants
    
5.  - (1) The sum granted by Article 3(1) out of the Consolidated Fund is appropriated for the several services and purposes expressed in Part I of the Schedule.

    (2) In addition to the sum granted by Article 3(1) out of the Consolidated Fund, the sums specified in the third column of Part I of the Schedule may be applied as appropriations in aid of the grants for the services in connection with which those sums are specified.

    (3) The sums already authorised to be appropriated in aid for the year ending on 31st March 1999 shall be decreased by the sums specified in the fourth column of Part I of the Schedule for the services in connection with which those sums are specified.

    (4) The sum granted by Article 3(2) out of the Consolidated Fund is appropriated for the several services and purposes expressed in Part II of the Schedule.

EXPLANATORY NOTE

(This note is not part of the Order)


This Order authorises the issue out of the Consolidated Fund of Northern Ireland of a further sum for the year ending on 31st March 1999 and of sums on account for the year ending on 31st March 2000 and appropriates those sums for specified services in Northern Ireland. It also authorises the application of certain further sums as appropriations in aid for the year ending on 31st March 1999 and reduces certain sums already authorised to be applied as appropriations in aid.
