Betting, Gaming And Lotteries

The Department for Communities( 1), makes these Regulations in exercise of the powers conferred by Article 138(1) of the Betting, Gaming, Lotteries and Amusements (Northern Ireland) Order 1985( 2), and now vested in it( 3).
In accordance with Article 138(2) of that Order, the Department has consulted with such associations of district councils as appear to the Department likely to be affected by these Regulations.
1. These Regulations may be cited as The Lotteries (Amendment) Regulations (Northern Ireland) 2021 and shall come into operation on 7th September 2021.
2. The Lotteries Regulations (Northern Ireland) 1994( 4) shall be amended in accordance with regulation 3.
3. For regulation 5 (machines) substitute—
“5. Except for the sale of tickets or chances in a lottery by means of the internet, no tickets or chances in a lottery shall be sold by means of a machine. ”.

These Regulations amend the Lotteries Regulations (Northern Ireland) 1994 to permit the sale of tickets or chances in societies’ lotteries by means of the internet. Except for these purposes, the sale of tickets or chances in societies’ lotteries by means of a machine remains prohibited.
