The Department of Finance ( 1), in exercise of the powers conferred by Articles 10(1), 10(4), 10(4A), 11(1), 21(1), 21(5), 39, 40 and 40A of the Births and Deaths Registration (Northern Ireland) Order 1976 ( 2), Articles 3(3), 7(1), 35(3) and 36 of the Marriage (Northern Ireland) Order 2003 ( 3), and sections 139(2), 143, 155(3), 156(1) and 159 of the Civil Partnership Act 2004 ( 4), makes the following Regulations.
1. These Regulations may be cited as the Marriage, Civil Partnership and Civil Registration (Amendment) Regulations (Northern Ireland) 2022 and shall come into operation on 11thMarch 2022.
2. The Interpretation Act (Northern Ireland) 1954 ( 5) shall apply to these Regulations as it applies to an Act of the Assembly.
3.—(1) The Marriage Regulations (Northern Ireland) 2003( 6) shall be amended as follows.
(2) In Regulation 6(1) after “Schedule 2” insert “, 2A or 2B”.
(3) In Regulation 10(b) after “Schedule 8” insert “, 8A or 8B”.
(4) In Regulation 35 –
(a) in paragraph (a) after “Schedule 13” insert “, 13A or 13B”; and
(b) in paragraph (b) after “Schedule 14” insert “, 14A or 14B”.
(5) In Regulation 36(1) after “Schedule 15” insert “, 15A or 15B”.
(6) Part 1 of the Schedule (which contains further amendments) shall have effect.
4.—(1) The Civil Partnership Regulations (Northern Ireland) 2005 ( 7) shall be amended as follows.
(2) In Regulation 6 after “Schedule 2” insert “, 2A or 2B”.
(3) In Regulation 32 –
(a) in paragraph (a) after “Schedule 8” insert “, 8A or 8B”; and
(b) in paragraph (b) after “Schedule 9” insert “, 9A or 9B”.
(4) In Regulation 33(1) after “Schedule 10” insert “, 10A or 10B”.
(5) Part 2 of the Schedule (which contains further amendments) shall have effect.
5.—(1) The Civil Registration Regulations (Northern Ireland) 2012 ( 8) shall be amended as follows.
(2) In Regulation 11(1) after “Form 1” insert “, 1A or 1B”.
(3) In Regulation 12(4) after “Form 1,” insert “1A or 1B,”.
(4) In Regulation 16 –
(a) in paragraph (1) after “Form 2” insert “, 2A or 2B”; and
(b) in paragraph (2) after “Form 2” insert “, 2A or 2B”and after “Form 1, insert “1A or 1B”.
(5) In Regulation 20 after “Form 2,” insert “2A or 2B”.
(6) In Regulation 24(1) after “Form 3” insert “, 3A or 3B”.
(7) In Regulation 25(2) after “Form 3,” insert “3A or 3B”.
(8) In Regulation 31 after “Form 1” insert “, 1A or 1B”.
(9) In Regulation 35(2) after “Form 19” insert “, 19A or 19B”.
(10) In Regulation 37(2) after “Form 20” insert “, 20A or 20B”.
(11) Part 3 of the Schedule (which contains further amendments) shall have effect.

2.—(1) After Form 2 insert –
(2) While paragraph 21 of Schedule 13 to the Coronavirus Act 2020 is in force, in accordance with that paragraph –
(a) Forms 2A and 2B have effect as if at entry number 15 for “Síniú” there were substituted “Name of person professing to be informant”;
(b) Form 2B has effect as if at that entry for “Signature” there were substituted “Name of person professing to be informant”.
3.—(1) After Form 3 insert –
(2) While paragraph 21 of Schedule 13 to the Coronavirus Act 2020 is in force, in accordance with that paragraph –
(a) Forms 3A and 3B have effect as if at entry number 16 for “Síniú an fhaisnéiseora” there were substituted “Name of person professing to be informant”;
(b) Form 3B has effect as if at that entry for “Signature of informant” there were substituted “Name of person professing to be informant”.

These Regulations amend the Marriage Regulations (Northern Ireland) 2003, the Civil Partnership Regulations (Northern Ireland) 2005 and the Civil Registration Regulations (Northern Ireland) 2012 to enable certified copies of life events to be produced in English, Irish or Bi-lingual English/Irish.
The Regulations prescribe alternative forms for the registration of births, still-births and deaths and alternative forms for the production of certified copies.
The Regulations also prescribe updated marriage and civil partnership notice forms and provide alternative forms for marriage and civil partnership schedules and alternative forms for the production of certified copies of marriage or civil partnership registration.
