The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 17(2) and (3) of the Road Traffic Regulation Act 1984(1) and all other powers enabling them to do so.
In accordance with section 134(2)(2) of that Act they have consulted with such representative organisations as they think fit.
1. These Regulations may be cited as the A720 Edinburgh City Bypass and M8 (Hermiston Junction) (Speed Limit) Regulations 2012 and come into force on 31st March 2012.
2. In these Regulations-
"the A720" means the A720 Edinburgh City Bypass; and
"the M8" means the A8/M8 Edinburgh to Greenock Trunk Road.
3. No person may drive any motor vehicle at a speed exceeding 50 miles per hour on the lengths of road specified in Part 1 of the Schedule to these Regulations.
4. No person may drive any motor vehicle at a speed exceeding 70 miles per hour on the lengths of road specified in Part 2 of the Schedule to these Regulations.
5. No speed restriction imposed by these Regulations applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011(3) when used in accordance with regulation 3(5) of those Regulations.
6. The Edinburgh City Bypass (Sighthill, Colinton, Burdiehouse, Gilmerton and Millerhill Sections and Connecting Roads) (Speed Limit) Regulations 1989(4) are revoked.

Regulations 3 and 4
1. That length of the A720 from a point on both carriageways 50 metres, or thereby, south of the point of intersection of the west kerbline of the northbound carriageway of the A720 and the southwest kerbline of the northbound off slip road to Calder Junction to the outer kerbline of Gogar roundabout, a distance of 3.3 kilometres or thereby.
2. That length of the A720 being the eastbound on slip road at Calder Junction, a distance of 363 metres or thereby.
3. That length of the A720 being the westbound off slip road at Calder Junction, a distance of 396 metres or thereby.
4. That length of the A720 being the eastbound off slip road to Calder Junction, from a point directly under the centre line of the viaduct carrying the Union Canal, a distance of 241 metres or thereby.
5. That length of the A720 being the combined westbound on slip road from Calder Junction to the A720 and the M8 to a point directly under the centre line of the viaduct carrying the Union Canal, a distance of 270 metres or thereby.
6. That length of the A720 being the westbound on slip road from Calder Junction to the M8 westbound carriageway, from a point directly under the centre line of the viaduct carrying the Union Canal to a point 20 metres or thereby west of the western kerb line of the A720 westbound Calder Junction on slip road, a distance of 221 metres or thereby.
7. That length of the M8 being the eastbound off slip road at Hermiston Junction from the M8 to the A720, from a point 23 metres or thereby east of the western extent of the eastbound M8 kerb line between Hermiston Junction and the eastbound off slip road to a point directly above the centre line of Gogar Burn culvert on the A720, a distance of 700 metres or thereby.
8. That length of the A720 from its junction with the A1 Edinburgh-Berwick upon Tweed Trunk Road at Old Craighall Junction to Sheriffhall Roundabout, a distance of 3.45 kilometres or thereby.
9. That length of the A720 from Sheriffhall Roundabout to a point on both carriageways 50 metres, or thereby, south of the point of intersection of the west kerbline of the northbound carriageway of the A720 and the southwest kerbline of the northbound off slip road to Calder Junction, a distance of 12.68 kilometres or thereby.
10. That length of the A720 being the eastbound on slip road at Baberton Junction, a distance of 328 metres or thereby.
11. That length of the A720 being the westbound off slip road at Baberton Junction, a distance of 362 metres or thereby.
12. That length of the A720 being the eastbound off slip road at Dreghorn Junction, a distance of 310 metres or thereby.
13. That length of the A720 being the westbound off slip road at Dreghorn Junction, a distance of 327 metres or thereby.
14. That length of the A720 being the eastbound on slip road at Dreghorn Junction, a distance of 325 metres or thereby.
15. That length of the A720 being the westbound on slip road at Dreghorn Junction, a distance of 130 metres or thereby.
16. That length of the A720 being the eastbound on slip road at Lothianburn Junction, a distance of 465 metres or thereby.
17. That length of the A720 being the eastbound off slip road at Lothianburn Junction, a distance of 368 metres or thereby.
18. That length of the A720 being the westbound on slip road at Lothianburn Junction, a distance of 445 metres or thereby.
19. That length of the A720 being the westbound off slip road at Lothianburn Junction, a distance of 348 metres or thereby.
20. That length of the A720 being the eastbound on slip road at Straiton Junction, a distance of 551 metres or thereby.
21. That length of the A720 being the eastbound off slip road at Straiton Junction, a distance of 361 metres or thereby.
22. That length of the A720 being the westbound on slip road at Straiton Junction, a distance of 434 metres or thereby.
23. That length of the A720 being the westbound off slip road at Straiton Junction, a distance of 354 metres or thereby.
24. That length of the A720 being the westbound on slip road at Lasswade Junction, a distance of 653 metres or thereby.
25. That length of the A720 being the eastbound off slip road at Lasswade Junction, a distance of 475 metres or thereby.
26. That length of the A720 being the eastbound off slip road at Gilmerton Junction, a distance of 386 metres or thereby.
27. That length of the A720 being the westbound on slip road at Gilmerton Junction, a distance of 434 metres or thereby.
(This note is not part of the Regulations)
Regulation 3 and Part 1 of the Schedule to these Regulations set the maximum speed limit for the driving of motor vehicles at 50 miles per hour on certain lengths of the A720 Edinburgh City Bypass and the M8/A8 Edinburgh to Greenock Trunk Road.
Regulation 4 and Part 2 of the Schedule to these Regulations set the maximum speed limit for the driving of motor vehicles at 70 miles per hour on certain lengths of the A720 Edinburgh City Bypass.
Regulation 5 provides that the speed limits do not apply to vehicles used for naval, military or air force purposes while being driven in response, or for practice in responding, to a national security emergency by a member of the special forces who has been trained in driving at high speeds or for the purpose of such training.
Regulation 6 revokes the Edinburgh City Bypass (Sighthill, Colinton, Burdiehouse, Gilmerton and Millerhill Sections and Connecting Roads) (Speed Limit) Regulations 1989.
1984 c.27. Section 17(2) was amended by the New Roads and Street Works Act 1991 (c.22), Schedule 8, paragraph 28, by the Road Traffic Act 1991 (c.40), Schedule 4, paragraph 25 and Schedule 8, paragraph 1 and by the National Parks (Scotland) Act 2000 (asp 10), schedule 5, paragraph 11. The functions of the Secretary of State were transferred to the Scottish Ministers by S.I. 1999/1750.
