Regulations made by the Scottish Ministers and laid before the Scottish Parliament under section 122(6) and (7) of the Public Health etc. (Scotland) Act 2008 for approval by resolution of the Scottish Parliament within 28 days beginning with the day on which the Regulations were made, not taking into account any period of dissolution or recess for more than 4 days.

The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 94(1)(b)(i) and 122(2)(b) of the Public Health etc. (Scotland) Act 2008(1), and all other powers enabling them to do so.
In accordance with section 122(6) of that Act, the Scottish Ministers consider that these Regulations need to be made urgently, without a draft having been laid before, and approved by resolution of, the Scottish Parliament.
1. These Regulations may be cited as the Health Protection (Coronavirus) (International Travel) (Scotland) Amendment (No. 13) Regulations 2020 and come into force at 4.00 a.m. on 5 September 2020.
2.-(1) The Health Protection (Coronavirus) (International Travel) (Scotland) Regulations 2020(2) are amended in accordance with paragraphs (2) to (7).
(2) In regulation 2 (interpretation), in the definition of "specified competition", for "schedule 3" substitute "schedule 3A".
(3) In regulation 6(3)(a)(i), for "as the place they intend to stay in for the duration of the period specified in paragraph (2)" substitute "in accordance with paragraph 2(a) of schedule 1,".
(4) In Part 1 of schedule A1 (countries and territories) omit-
(a)"French Polynesia", and
(b)"Portugal".
(5) In schedule 1 (passenger information), for paragraph 2(a), substitute-
"(a)the address where-
(i)in the case of a person who is required to comply with regulation 6(2), they intend to stay in accordance with that regulation, or
(ii)in the case of any other person, they intend to stay during the period of 14 days beginning on the day after the date of their arrival in Scotland,".
(6) In paragraph 4D of schedule 2 (persons not required to comply with regulations 3 or 6), after "the Merchant Shipping Act 1995" insert ", or by a government of a relevant British possession as defined in section 313(1) of that Act".
(7) For schedule 3 (specified competitions) substitute the schedule 3A (specified competitions) contained in the schedule of these Regulations.
3. The amendments made by these Regulations do not apply in relation to any person who arrived in Scotland during the period beginning at 12:01 am on 8 June 2020 and ending immediately prior to the coming into force of these Regulations, and the Health Protection (Coronavirus) (International Travel) (Scotland) Regulations 2020 continue to apply to such persons as if the amendments made by these Regulations had not been made.

These Regulations amend the Health Protection (Coronavirus) (International Travel) (Scotland) Regulations 2020 ("the International Travel Regulations").
Paragraphs (2) and (7) of regulation 2 substitute for schedule 3 of the International Travel Regulations a new schedule 3A, which updates the list of specified competitions for the purposes of paragraph 38 of schedule 2, which exempts certain sportspersons from the requirement to comply with regulation 6.
Paragraph (4) of regulation 2 removes French Polynesia and Portugal from the list of exempt countries and territories in Part 1 of schedule A1 of the International Travel Regulations. This means that persons arriving in Scotland on or after the time these Regulations come into force are no longer exempt from the movement restriction in regulation 6 of the International Travel Regulations if, during the 14 days preceding their arrival, they have departed from or transited through French Polynesia or Portugal.
Paragraph (5) of regulation 2 amends the information which a passenger is required to provide in accordance with regulation 3 of the International Travel Regulations to include, for a person who is not subject to the requirement to self-isolate in regulation 6, details of the address at which they intend to stay for the period of 14 days beginning on the day after the date of their arrival in Scotland. Paragraph (3) makes a consequential amendment to regulation 6(3)(a)(i) of the International Travel Regulations.
Paragraph (6) of regulation 2 amends the description in paragraph 4D of schedule 2 of the International Travel Regulations of a person not required to comply with regulations 6 or 3 of those Regulations, to include inspectors or surveyors of ships appointed by a government of a relevant British possession as defined in section 313(1) of the Merchant Shipping Act 1995.
