The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 3(1) of the Census Act 1920(1) and all other powers enabling them to do so.
1.—(1) These Regulations may be cited as the Census (Scotland) Amendment Regulations 2020 and come into force on 1 March 2021.
(2) They extend to Scotland only.
2.—(1) The Census (Scotland) Regulations 2020(2) are amended in accordance with paragraphs (2) to (10).
(2) In regulation 3(13), for “2 May 2021” substitute “1 May 2022”.
(3) In regulation 4(4), for “2 May 2021” substitute “1 May 2022”.
(4) In schedule 1—
(a)in the third entry, in column 2, for “21 March 2021” substitute “20 March 2022”,
(b)in the fourth entry, in column 2, for “21 March 2021” substitute “20 March 2022”,
(c)in the sixth entry, in column 2, for “21 March 2021” substitute “20 March 2022”,
(d)in the eighth entry, in column 1, for “21 March 2021” substitute “20 March 2022”,
(e)in the eighth entry, in column 3, for “21 March 2021” substitute “20 March 2022”,
(f)in the ninth entry, in column 1, for “21 March 2021” substitute “20 March 2022”, and
(g)in the ninth entry, in column 2, for “21 March 2021” substitute “20 March 2022”.
(5) In schedule 2—
(a)before the first entry, insert—
What is your name? | The respondent is required to state their first and last names in the boxes provided. |
(b)in the fourth entry, in column 1, for “21 March 2021” substitute “20 March 2022”, and
(c)in the tenth entry, in column 2, for “21 March 2020” substitute “20 March 2021”.
(6) In schedule 4—
(a)before the first entry, insert—

These Regulations are made under the Census Act 1920. They amend the arrangements enabling the Census (Scotland) Order 2020 (“the Census Order”) to be carried into effect.
Regulation 2 amends a number of date references in the Census (Scotland) Regulations 2020 (“the principal regulations”). The amendments to the principal regulations are consequential on the Census (Scotland) Amendment Order 2020 which amended the Census Order to change the date on which a census is to be taken for Scotland from 21 March 2021 to 20 March 2022.
1920 c.41. Section 3(1) is relevantly amended by the Statute Law (Repeals) Act 1993 (c.50), schedule 1, Part 16, paragraph 1 and the Statistics and Registration Service Act 2007 (c.18), schedule 1, paragraph 3(2) and (3).
