Summary: The complainant requested information relation to the development of land owned by the council, including copies of council agendas, legal and other advice, and tender documentation submitted by bidders. The Council partly released and partly withheld the information, citing section 41 (Information provided in confidence), section 42 (Legal professional privilege) and section 43 (Commercial interests). The Commissioner agreed that these exemptions had been correctly applied by the Council to the unreleased information and that the public interest in maintaining the exemptions outweighed the public interest in disclosing the information.
