The complainant asked Department for Environment, Food and Rural Affairs (Defra) what representations had been made to it about the application of the Single Payment Scheme (SPS) to the New Forest and what replies had been given; specifically, he asked for all correspondence with the New Forest Verderers. The Commissioner decided that the information had been correctly withheld under the exemption arising from section 41 of the Act. An appeal was made to the Tribunal but later withdrawn.
