Summary: The complainant requested information from the Ministry of Justice concerning the Terms of Reference and responsibilities of the head of the Ministerial Correspondence Unit, and any written authority entitling members of staff to ban correspondence with members of the public. The public authority refused to comply with the first part of the request on the grounds that it was vexatious and stated that no information was held in respect of the second part. The Commissioner-™s decision is that the public authority was correct in its application of section 14(1) of the Freedom of Information Act.
