Summary: The complainant requested statistics from the Council on the number of children taken into care, adopted, placed on a special guardianship order and placed on a residence order broken down by age and month. The Council refused to disclose the information under section 40(2) of the Act -˜personal data-™. The Commissioner has investigated and found that the requested information is not personal data, and that therefore section 40(2) is not engaged. Therefore he requires that the withheld information be released.
