Summary: The complainant made a request to Staffordshire Police (the -public authority-) for policies or procedures followed during the vetting of staff from partner agencies or outside employees. The information requested was partly withheld under the exemption at section 31(1)(a), (b) and (c) of the Freedom of Information Act 2000 (-the Act-). The Commissioner-s decision is that the exemption at section 31 is not engaged. The complaint is upheld. The public authority-s handling of the request also resulted in breaches of certain procedural requirements of the Act as identified in this Notice.
