Summary: The complainant asked the City of London (CoL) to release a copy of the minutes of a meeting that took place with the Church of Scientology Religious Education College Incorporated on 30 August 2006 concerning its application for mandatory rate relief. The CoL responded refusing to disclose the requested information under sections 31(1)(d), 40(2) and 41(1) of the Act. As the complainant remained dissatisfied he approached the Commissioner. Following a detailed investigation the Commissioner has decided that sections 31(1)(d), 40(2) and 41(1) of the Act do not apply in this case. He has therefore requested that CoL release the requested information to the complainant within 35 days of this Notice.
