Summary: The complainant requested information relating to a grant provided to a local bowling club by Saltburn, Marske and New Marske Parish Council (-the Council-). The Council offered to supply a copy of a letter from the bowling club but it refused to provide the accounts that were provided to it on the basis that it was exempt under section 21(1) of the Freedom of Information Act 2000 (-the FOIA-). In its internal review, the Council also sought to rely on section 41(1). During the Commissioner-s investigation, the Council withdrew its reliance on section 21(1). The Commissioner was satisfied that section 41(1) was engaged and he requires no steps to be taken. He found breaches of section 17(1) and 17(1)(c).
