Summary: The complainant requested a copy of the Council-™s policy that stated it should undertake a particular course of action that he alleged it had taken. The complainant also asked that, if no such policy existed, he be provided with copies of the minutes of any meetings at which that particular alleged course of action was decided upon. The Council initially stated that it did not hold the requested information but subsequently stated that it considered the request to be vexatious. The Commissioner has concluded that the request was vexatious and requires no steps to be taken by the Council.
