Summary: The complainant requested pre-planning application advice referred to in two planning applications. The Council provided some information but withheld other information under regulation 12(5)(f). The Commissioner has investigated and found that regulation 12(5)(f) is not engaged and accordingly he has ordered disclosure of the withheld information. The Commissioner has also identified a number of procedural breaches in the handling of the request.
