Summary: The complainant requested information relating to legal advice obtained by Gwynedd Council (-the Council-) in relation to a planning issue. The Council refused to disclose the information by virtue of regulations 12(5)(b) and 12(5)(d) of the EIR. The Commissioner has found that regulation 12(5)(b) was engaged and that the public interest favoured maintaining the exception. Therefore he has decided that the Council was correct to withhold the information in question and he requires no steps to be taken.
