Summary: The complainant submitted a request to Whitby Town Council (the Council) for various pieces of information. The Council, based on the context and history between it and the complainant, refused the request by virtue of section 14(1) in that it was a vexatious request. The Commissioner has investigated and finds that the public authority were correct to apply section 14(1) to this request. The Commissioner does not require the public authority to take any action.
