Summary: The complainant submitted a series of seven requests for information between 5 December 2009 and 20 February 2010. The requests were all refused as vexatious under section 14(1) of the Act. The Commissioner finds that the public authority correctly refused the requests under the provisions of section 14 of the Act but the university-™s response breached section 17(5) and section 17(7)(b) of the Freedom of Information Act.
