Summary: The Complainant requested information relating to training provided to chief officers. Gwent Police refused the request by virtue of section 40(2) of the Act. The Commissioner has investigated and decided that section 40(2) is not engaged and accordingly has ordered the release of the information. The Commissioner has also identified a number of procedural shortcomings in the way Gwent Police handled the complainant-™s request.
