Summary: The complainant requested the Common Council of the City of London (-˜CoL-™) to release information relating to its decision to grant mandatory rate relief to the Church of Scientology Religious Education College (-˜COSREC-™). The CoL responded providing the complainant with access to part of the information she requested. For the remaining part of the complainant-™s request, the CoL refused to provide the requested information under section 12(4)(b) of the Act. As the complainant remained dissatisfied, she approached the Commissioner. The Commissioner has given the matter careful consideration and he is satisfied that section 12(1) applies by virtue of section 12(4)(b) of the Act to the request. He therefore requires no further action to be taken.
