Summary: The complainant requested information relating to extraordinary rendition flights. The Commissioner finds that it was reasonable for the public authority to estimate that the cost of the request would exceed the appropriate costs limit and so it was not obliged to comply with the request. However, the Commissioner also finds that the public authority failed to comply with section 17(5) of the Act in that it did not cite section 12(1) within 20 working days of receipt of the request.
