Summary: The complainant requested information relating to a proposal to build an emergency care hospital. Northumberland Care Trust (NCT) refused the request in reliance on the exceptions at regulations 12(5)(d) and 12(5)(e) of the EIR. The Commissioner finds that some of the information was correctly withheld but requires that the remainder be disclosed to the complainant. That is, all of the information withheld listed in Annex 1, see paragraph 6 below, with the exception of that information classed as -˜Financial Risk-™ and the financial information redacted from the addendum.
