Summary: The complainant has requested a copy of a viability assessment submitted in support of a proposal for the redevelopment of the Walthamstow Greyhound Stadium site. London Borough of Waltham Forest (the -council-) confirmed that the information was held but refused the request under the exceptions relating to internal communications and the confidentiality of commercial or industrial information. During the course of the Commissioner-s investigation the council disclosed a redacted version of the viability assessment. It confirmed that the redacted information was being withheld under the exception relating to the course of justice. The Commissioner-s decision is that the council has failed to demonstrate that the withheld information engages the exceptions relating to the course of justice and the confidentiality of commercial or industrial information. The Commissioner requires the public authority to disclose to the complainant an unredacted version of the viability assessment.
