Summary: The complainant requested a copy of the Ministry of Defence-™s (MOD) risk register for the defence nuclear programme. The MOD provided the complainant with a redacted version of the register explaining that the withheld parts were exempt from disclosure on the basis of numerous exemptions contained within The Freedom of Information Act (FOIA). The Commissioner has concluded that the majority of the withheld information is in fact exempt from disclosure on the basis of either section 24 (national security) or section 27 (international relations). The exceptions to this are small parts of the register which have only been withheld on the basis of section 43 (commercial interests) or section 28 (relations within the UK).
