Summary: The complainant requested information regarding the cost of employing barristers-™ chambers or solicitors at employment tribunals for all staff over a period of nine years. Newport City Council (-˜the Council-™) failed to respond to the request. The Commissioner-™s decision is that the Council failed to respond to the request and therefore breached its obligations under section 10 of the FOIA. The Commissioner requires the public authority to provide a substantive response to the complainant either disclosing the information or issuing a valid refusal compliant with section 17 of the FOIA.
