Summary: The complainant requested details of all licensed dog breeders in the Carmarthenshire area. Carmarthenshire County Council (-˜the Council-™) confirmed the number of licensed breeders but withheld the names and addresses of breeders under section 40(2) of the FOIA. The Commissioner-™s decision is that the Council correctly applied section 40(2) to the list of licensed dog breeders. He does not require any steps to be taken.
