Summary: The complainant has requested information relating to healthcare for patients who have or are thought to have ME/CFS. The Commissioner-™s decision is that NHS Bedfordshire has not applied section 14 correctly. In addition, the Commissioner has found NHS Bedfordshire to be in breach of section 10(1) of the FOIA for failing to respond to the request within 20 working days. The Commissioner requires the public authority to provide the complainant with a response to his request which complies with the requirements of section 1(1) of FOIA or issue a valid refusal notice complying with section 17(1) of the FOIA.
