The City of Bradford Metropolitan District Council (the Council) refused to disclose this information, relying on the exception provided by regulation 12(4)(d) (unfinished documents) of the EIR. The Commissioner-™s decision is that regulation 12(4)(d) has been applied correctly and so the Council was not required to disclose this information.
