The University refused the request under the exemption in section 36(2)(c) of FOIA (prejudice to the effective conduct of public affairs). The Commissioner has investigated the complaint and found that section 36(2)(c) is engaged and the public interest in maintaining the exemption outweighs the public interest in disclosure.
