Summary: The complainant has requested information relating to the telephone systems at Bolton Council. The Commissioner-™s decision is that Bolton Council has correctly applied the exemption at section 36(2)(c) of the FOIA where disclosure of the information would otherwise prejudice the effective conduct of public affairs and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information. However, the Commissioner has found that Bolton Council breached section 10(1) of the FOIA by failing to respond within the statutory time limit of 20 working days. The Commissioner does not require any steps to be taken.
