Summary: The complainant has requested information relating to the winning tender submission for a mapping and website contract relating to a Local Sustainable Transport Fund (LSTF). Swindon Borough Council (the -council-) refused the request under the exemptions for personal data and prejudice to commercial interests. The Commissioner-s decision is that the council has correctly applied the exemption for personal data but has failed to demonstrate that the exemption for prejudice to commercial interests is engaged. The Commissioner requires the public authority to disclose the information withheld under the exemption for prejudice to commercial interests. This decision notice is currently under appeal to the Information Tribunal.
