Summary: The complainant has requested all documents held by Kent County Council in consequence of the complaints he made regarding the defrosted weight of frozen fish fillets. The council cited section 237 of the Enterprise Act 2002 as a statutory bar on disclosure. The Commissioner-™s decision is that the council has correctly applied the exemption at section 44 of the FOIA and does not require any steps to be taken.
