Summary: The complainant requested information relating to Eastleigh Borough Council-™s (the Council) retention and disposal of records. The Commissioner-™s decision is that the Council has correctly refused the request under section 12 of the Freedom of Information Act (the Act), as compliance would exceed the appropriate cost limit. However, the Commissioner considers that the Council breached section 16 of the Act in failing to provide reasonable advice and assistance to the complainant. The Commissioner requires the Council to provide advice and assistance to the complainant with a view to helping her refine the request and bring it within the appropriate limit.
